So far, USDA has issued guidance documents and funded State programs. Now, there is a lot of talk of mandating the program NAIS at the federal level, in part based on food safety fears (although NAIS does nothing to improve food safety).<BR/><BR/>So the decisionmakers are both state and federal legislators.
